NR-1 psychosocial risk rules: Supreme Court pause on fines runs to about December 22

Takes effect December 22, 2026By WorkblissUpdated October 19, 2026

What’s happening

The NR-1 update (Labor Ministry Ordinance 1,419/2024) requires employers to identify, assess and control psychosocial risks such as excessive workload, targets, harassment and violence inside their occupational risk management program (GRO/PGR); it became enforceable May 26, 2026. Justice André Mendonça (case ADPF 1316) suspended fines on the psychosocial items on June 25, and on September 24 extended the suspension 90 more days while settlement talks continue; the duty itself stays in force and inspectors can still issue guidance and notices.

What to do

Keep building your psychosocial risk inventory and action plan now, and watch the Supreme Court talks for clearer criteria before fines can resume.
