Key states still have only draft labor code rules
What’s happening
The Centre notified final rules for all four codes on May 8 and 9, 2026, and about 11 states and union territories have final rules, but as of mid-October 2026 Karnataka, Maharashtra, Tamil Nadu, Telangana, Haryana and Delhi had only drafts (Tamil Nadu has no Social Security draft at all). The Labour Secretary said he hoped every state would notify rules by October 31, so final state rules on hours, overtime caps, health checks and crèches may land during this window.
What to do
Assign someone to check these six states' labor department and gazette pages weekly, because state rules will govern most private-sector offices.
